Parking Rules and Regulations

Purpose

To establish procedures and standards for parking in University Hospitals Authority & Trust owned and managed lots and garages.

Amendments and Parking Allocations

  1. Amendments. University Hospitals Authority & Trust (UHAT) may revise, alter, or amend the rules and regulations when necessary.
  2. Parking Allocation. UHAT reserves the right to change the allocation of parking spaces when deemed necessary to meet UHAT or 1CALL Facility Services (1CALL) needs. Temporary changes in parking allocation will not be published or otherwise publicly announced prior to implementation. UHAT or 1CALL will make a reasonable effort to notify beforehand any user group which can be anticipated to be affected by temporary changes in allocation or availability.

Definitions

  1. UHAT. University Hospitals Authority & Trust. Property owner.
  2. 1CALL. 1CALL Facility Services. The facility and property services branding for UHAT.
  3. OUHSC PD / OUPD. OU Health Sciences Center Police Department
  4. Supplier. an individual or company that provides contracted goods and/or services to UHAT or 1CALL. Alternative terms are contractor or vendor.
  5. Motor Vehicle. automobiles, trucks, motorcycles, motor scooters, mopeds, recreational vehicles, trailers and other mechanized mobile equipment.
  6. Parking Control Devices.  fixed or portable signs, cones, signals, barriers, barricades, ribbon or flag lines emplaced by or at the direction of employees of UHAT,  1CALL or the OU Health Sciences Center Police Department.
  7. Red zone. any paved area or space, the curbing or boundary marker of which has been painted traffic red to indicate that private vehicles may not legally be parked.
  8. Service vehicle or loading zone. any space or area identified by signage or other means as reserved for use by UHAT or 1CALL vehicles and/or vehicles operated by other entities providing goods and/or services to UHAT or 1CALL or for loading or unloading.

Liability

UHAT or 1CALL assumes no liability or responsibility for damage or theft to any vehicle parking in or on UHAT property. This shall apply to all operators of all vehicles, public or private.

Parking Permit

  1.  Permit Required. No motor vehicle may be parked on/in UHAT owned and managed parking lots or garages (except visitor areas) without a current parking access card/permit or other authorization from UHAT or 1CALL. Only one access card will be issued.
  2. Substitutes for parking access card. Only parking access cards issued or authorized by UHAT or 1CALL are valid and will be honored. Such substitutes as signs or decals made or issued by others, hand-written notes left on the exterior of a vehicle, etc., are unacceptable, and will not be honored by enforcement personnel.
  3. Prohibited areas. Parking permits authorize access to certain restricted parking spaces or areas; they do not authorize parking in prohibited areas including but not limited to red zones; fire lanes; driveways or travel lanes; blocking sidewalks, curb cuts, or access to fire hydrants or connections; Service Vehicle spaces; reserved parking spaces; or any other designated tow-away zones.

Lost or Stolen Permits

  1. Reporting. Lost or stolen parking permits must be reported to the 1CALL office (405.271.2255) regardless of the location at which the loss/theft occurred.
    1. Willowbrook subcontractors must report to Willowbrook Construction Services.
    2. If a permit is found, contact 1CALL at (405) 271-2255.
  2. Replacement. Lost or stolen permits will be replaced one time at no charge. After a second stolen or lost parking permit, parking privileges may be revoked.
  3. Displaying a lost or stolen permit. Any vehicle (including the vehicle for which the permit was originally issued) displaying a permit which has been reported lost or stolen may have parking privileges revoked and/or vehicle cited or towed.

Custody of Permit

Parking permits are the property of UHAT and must be surrendered upon separation of contract with UHAT, 1CALL, or Willowbrook. Permits are not to be given, resold, or transferred to another individual. Unreturned permit holders are subject to losing parking privileges on UHAT owned and managed properties.

Traffic Regulations

  1. Local ordinances. Oklahoma State Statutes and City of Oklahoma City municipal ordinances governing registration, licensing, and/or operation of motor and other vehicles are applicable on UHAT owned and managed properties.
  2. Speed limit. The speed limit in/on UHAT owned and managed parking lots and garages 10 miles per hour unless posted otherwise.
  3. Pedestrians. Pedestrians will be given the right-of-way at all times.
  4. Violations. Violation of traffic requirements may result in loss of parking privileges in/on UHAT owned and managed parking lots and garages.

Parking Rules

  1. Boundaries. When parked, the entire motor vehicle must be within the boundaries of the lines marking a single parking space.
  2. Double Parking. Vehicles may not be double-parked or parked in any position which prevents adjacent vehicles from entering or exiting their parking space.
  3. Designated area. Vehicles must be parked only in designated parking areas. Do not designate or save any parking space as your own. Parking is first come, first serve. 
  4. Unauthorized Parking Areas. If an area within a lot or garage is visibly marked as no parking or is blocked with cones or chains, do not park in this area or move the physical barriers. Any vehicle parking in a red zone, driveway, travel lane, or any area not specifically marked as a legal parking space may be subject to revoked parking privileges, citation, and/or impoundment.
  5. Disabled Vehicles. A disabled vehicle may not be parked for more than 48 hours without approval from UHAT or 1CALL. If the vehicle is obstructing traffic or creating a hazard, it must be moved immediately. If vehicle owner can not be notified after 48 hours, the vehicle may be impounded.
  6. Tailgating or Piggybacking. Do not allow any other vehicle into the parking lot or garage with your parking permit. Do not share your parking permit with any other person as the permit is tied to the vehicle originally registered.
  7. Time Limitation. No vehicle may be parked continuously in one place for more than 24 hours without approval from UHAT or 1CALL. Signs or other markings indicating a time limit for any space or area shall be strictly observed. Exceeding the stated limit may be cause for citation and/or impoundment even though the vehicle is otherwise authorized to be parked in the subject space.
  8. Disability Parking. Spaces identified by a sign and/or pavement marking bearing the international pictographic symbol for a wheelchair are reserved for use only by vehicles displaying a state-issued Physical Disability permit in conjunction with a valid UHAT parking permit.
  9. Reserved Parking. Spaces and/or areas marked as reserved parking are reserved (24 hours/day) only for the individual assigned. Holders of reserved spaces may not “loan” or offer their reserved space to someone else when they are off work or otherwise not using their space.
  10. Lot/Garage Cleanliness. Do not litter in any garage or lot. All trash must be picked up that you may leave behind. One warning will be issued to parking permit holder. After first warning, parking privileges may be revoked.
  11. Parking and Security Hardware. Do not attempt to alter, tamper or block any parking gate hardware, readers, intercoms or security cameras or parking privileges may be revoked.
  12. Advertisements, Fliers, etc. The posting of any type of marketing material, advertisements, fliers, etc. on vehicles parked on/in UHAT owned and managed lots and garages is expressly prohibited.
  13. Feeding Wildlife. No one shall feed wildlife in or around parking areas. This includes, but is not limited to birds, dogs, cats, or possums. Violation could result in revocation of parking privileges.

Parking Violation and Penalties

Parking privileges may be revoked for any reason listed in the rules and regulations. UHAT will conduct an investigation and determine the appropriate level of recourse.
